Here is a sky shot I took with a particularly sad foreground. Out of curiosity, I decided to try it with no foreground, just extending the sky, or by adding more interesting, though entirely fake, foregrounds. The flowers are from the Palouse farm country, the stone wall is from Italy. Do the fake foregrounds bother you? Would you like the images had I not told you they were fake? We photographers have the tools to deceive and need to use them wisely.
